If you remark that something is the case, you say that it is the case.　

• I remarked that I would go shopping that afternoon.(私はその日の午後に買い物に行くと言った）

★Websterでは、say casually, as in making a commentとあります。発言が必ずしも意見や評論の形を取るとは限りません。

なお、正式な用法として、take notice of, perceive; regard with attention (Shorter Oxford)の意味で使われることもあります。to note; perceive; observe: I remarked a slight accent in her speech. (私は彼女の話し方に若干の訛りがあることに気付いた―Webster)
