utter：（考えや感情を伝えるために）音や言葉を発する
If someone utters sounds or words, they say them. (LITERARY)

  • They departed without uttering a word. (言葉も交わさずに別れた)

communicate：考えや感情を相手が分かるように伝える
If you communicate information, a feeling, or an idea to someone, you let them know about it.

  • The results will be communicated to parents.(その結果は両親に知らされるだろう)
  • People must communicate their feelings.(人は感情を伝え合わなければならない)

その他、communicate withの形で「（人と）連絡を取り合う」「（人に）意思をうまく伝える」という意味もありますが、用例は省略します。
