If you declare something, you state officially and formally that it exists or is the case.
★ポイント★
to announce officially ; proclaim [公式に発表する] ; to declare a state of emergency (緊急事態を宣言する) ; to declare a winner (勝者を宣言する)

「（税関で）（課税品を）申告する」「〜を示す」（≒show, reveal）という意味もある。後者の例をひとつ。

  • Her attendance at the rally declared her political allegiance. (彼女はその集会に参加することで政治的な忠誠心を示した)

「declare it C to〜」の語法も可能。

  • It is a violation of human rights when governments declare it illegal to be gay. (ゲイは違法だと政府が宣告するとしたら、それは人権の侵害である）
